Buhari Will Settle Niger Delta Militants And Possibly Boko Haram, To Avoid Them Making His Government Ungovernable

"The amnesty programme in the Niger Delta is due to end in December, but the Government intends to invest heavily in the projects, and programmes currently in place. I call on the leadership and people in these areas to cooperate with the State and Federal Government in the rehabilitation programmes which will be streamlined and made more effective." ~  PG Muhammadu Buhari
This is the best part of His excellency's speech. His commitment to continue this programme and "even invest heavily in the projects" shows that he does not want Asari Dokubo and the rest of the ex-Niger Deltan militants to make his government UNGOVERNABLE like Boko Haram did in the Jonathan administration. This is a classic example of the "carrot and the stick approach" that former president OBJ always preached about.
In my opinion, it is not possible to fight and defeat Boko Haram without some level of human rights violations because we are talking about a group of devil incarnates. To this effect his goal from my understanding would be to reduce Boko Haram from a "Big Fire" to a "Small fire". Hence the this statement from Buhari, "At the end of the hostilities when the group is subdued the Government intends to commission a sociological study to determine its origins, remote and immediate causes of the movement, its sponsors, the international connections to ensure that measures are taken to prevent a recurrence of this evil". The keywords here is "when the group is subdued". Forget about his campaign promise of defeating and eliminating Boko Haram. He will settle and rehabilitate understandably his fellow moslems because the blood of Shehu Othman Dan Fodio’s caliphate, the Kanem Borno Empire, the Oyo Empire," runs in their veins too.
Bottomline, PG Mu Buhari will offer Boko Haram members a "carrot and stick amnesty package" that will make the Niger Delta amnesty programme look like chump change. When that happens, it won't be neither surprising nor shocking to see some of the people who were out there on social media trashing the Jonathan administration sign up for this future Boko Haram amnesty programme package.
