LETTER TO PRESIDENT JONATHAN ON ELECTRIC POWER SUPPLY : ~ By Mazi Chuba Obi
Dear President Jonathan
HOW YOU WILL END ELECTRIC POWER OUTAGE IN NIGERIA IN 6 MONTHS, AND WIN A SECOND TERM WITH EASE.
There is, Mr president, a gaping hole between the intentions and plans contained in your government’s present electricity generation, transmission, and distribution policy on the one side, and the availability of 24/7 electricity at 240 volts in Nigeria. That gap is simply the absence of a means of providing electricity today as it were, rather than at those hopeful dates we hear announced by the awaited generating companies baring none. Those date ranges go up to 10 years from what we hear in the media, and with no guarantees either.
The only element that will certainly fill that gaping hole, and do so in 6 months, based on our research and enquiries, is a change of what we understand to be a deliberate policy that currently disallows State governments and those they appoint, from transmitting and distributing electricity which they generate, direct to end-users in their territories without first transmitting the generated power to the central transmission point in Oshogbo and or elsewhere, from which points the power is transmitted to any part of the Country at the discretion of the people at those central transmission points. This deliberate policy has killed off any initiatives for power provision at the local levels because the provisions for local generation and direct distribution to communities like housing estates and such communities, which arrangement thereby by-passes the phase of transmission to the centre points – the so named ‘off grid’ generation and distribution option - make no significant impact at all because the numbers of such communities are insignificant in Nigeria, and the level of profitability makes the option unattractive to investors at large.
What our research and enquiries have shown to be the instant and guaranteed answer for the problem of power supply in Nigeria is the inclusion of what we call a ‘State level on-grid’ option in the electric power policy. This is simply the extension of the current Electric power policy to mandate the Transmission company of Nigeria (which is owned by your Government) to transmit power generated by State Government sanctioned power generating companies, direct to distribution points which will feed the end-users in the territory of the State, using the transmission and distribution infrastructure owned by your Transmission Company of Nigeria, without having to first transmit the power to the central transmission point in Oshogbo or elsewhere. Any excess power will of course be transmitted to the central points. This inclusion will complement and not replace the current ‘off grid’ option, and so will give investors those three clear options of investment: the currently existing ‘off-grid’ option, our proposed ‘State level on-grid’ option, and the current national level ‘on-grid’ option.
Our research shows that the combination of these three options is the sufficient requirement for availability of 24/7 240 volts power within 6 to 12 months of your lunch of this policy initiative.
This is the case because our research indicates that if you adopt this policy, small and medium scale entrepreneurs will generate more than 5000mw in each state of Nigeria within 6 to 12 months of the adoption of the policy. They will use a combination of Solar, Wind, bio mass renewable energy generation methods, plus coal power, and of course natural gas and hydro based generation. We find Mr president, that for instance it will take less than 3 months to establish a 1000 mega watt renewable energy generation plant, and less than 4 months to establish a 5,000 megawatt facility of the same. Mr President, each State in Nigeria could generate 5,000MW of electricity within 6 months if adopt this policy today. This is because of the very nature and character of renewable energy generation technology.
In addition to permanently ending the Electric power problems in Nigeria within 6 months, our research and enquiries also indicate that if you do this for Nigerians, and then compete for a second term as president, you will win by a landslide. There are benefits to all in adopting this option ‘State level on-grid’, and there is precious two years or so for you to make this happen.
We therefore approach you Mr president with boldness and confidence with this request that you adopt this policy extension since like ourselves your aim is to provide full power supply for Nigerians in the least possible time using all the resources at our Country’s lawful disposal.
